Richmond, VA – Senator Aaron Rouse today introduced, SB 1430, aimed at providing critical civil relief to Virginia residents who are employees or contractors of the United States government and are financially impacted by a potential partial government shutdown set to begin on March 14, 2025, when the current funding bill expires.
With a large number of federal workers and contractors in Northern Virginia and Hampton Roads, this legislation is a timely response to the financial hardships many Virginians could face if the federal government shuts down. In light of the uncertainty surrounding federal funding, Senator Rouse’s bill seeks to provide vital protections for employees who may not receive wages or payments in the case of a government shutdown.
“As we approach the March 14th deadline, we must ensure our federal employees and contractors are protected from the financial fallout that could come from a government shutdown,” said Senator Rouse. “The Trump administration’s repeated attacks on federal workers and its disregard for their livelihoods have made it even more critical that we provide these protections for the hardworking Virginians who serve our country. This bill will ensure that those affected by the shutdown have a lifeline and the time they need to stabilize their financial situation.”
The proposed bill seeks to provide temporary relief for individuals impacted by the government shutdown by offering a 30-day delay in eviction, foreclosure, and related proceedings. Federal employees and contractors who are furloughed or unpaid can request a continuance in eviction proceedings by proving their situation, while homeowners can delay foreclosure by demonstrating nonpayment linked to the shutdown. Additionally, property owners facing foreclosure due to tenant hardships can request a 30-day stay if tenants provide evidence of financial difficulty caused by the shutdown. These measures aim to protect tenants, homeowners, and property owners from immediate financial consequences during the shutdown.
“Federal employees, especially in Northern Virginia and Hampton Roads, make up a significant portion of our workforce,” continued Senator Rouse. “As we continue to face uncertainty in Washington, it’s crucial that we step up to support these essential workers who should never be left to bear the burden of a budget impasse.”
Senator Rouse emphasized that this bill is a temporary solution to provide immediate relief for federal workers in the case of a government shutdown, ensuring they have the time and support they need to get through uncertain times.
